Traffic Signal Warrant Analysis

Signals justified by data—aligned with MUTCD and community needs.

DeShazo Group’s Traffic Signal Warrant Analysis (TSWA) helps developers, communities, and agencies make informed decisions about intersection improvements. By following MUTCD guidelines, we identify locations where a traffic signal can enhance safety, reduce crashes, and improve access to new and existing developments—for drivers, pedestrians, cyclists, and transit users.

Our process pairs on-the-ground observations with turning-movement counts, operations analysis, and crash history review. We coordinate closely with cities, counties, and DOTs to evaluate alternatives—such as all-way stop control, channelization, access management, or timing changes— and recommend the right treatment at the right time.

What we do

  1. Field audits & data collection: lane geometry, access points, sight distance, pedestrian activity; 15-min turning counts as appropriate (AM/PM peak, school peaks, special-generator peaks).
  2. MUTCD warrant screening: evaluate vehicular volume, pedestrian volume, school crossing, coordinated system, crash experience, peak-hour and network/route-continuity considerations.
  3. Operations & safety analysis: queueing, delay, progression, turning conflicts, and crossing delay for people walking and biking.
  4. Alternatives & phasing: compare all-way stop, access changes, channelization, roundabout, or signalization; define near-term and ultimate improvements.
  5. Agency coordination: collaborate with city/county/DOT staff on assumptions, timing plans, and approval processes.
  6. Documentation: clear exhibits and warrant worksheets suitable for public meetings, development hearings, and funding applications.

Objective warrants + context-sensitive design produce reliable outcomes.

Why it matters

Signalized intersection with accessible crossings and coordinated timing
Safer streets, better access to development, and smoother operations.
  • Safety & access: reduce conflict points and provide protected crossings for pedestrians and cyclists where warranted.
  • Network performance: align signal timing with corridor progression to manage delay without unnecessary widenings.
  • Compliance & transparency: MUTCD-based findings support clear decisions and defensible approvals.
  • Growth & connectivity: improve access to new developments while maintaining reliable operations for the broader community.
